ISA2000 and Flickr upload issues

Everytime we try to use a flickr upload tool we are running into problems which seem to stem from our ISA 2000 (SP2). Our proxy access side is set to use 8080 I keep getting Network Problem: Bad HTTP response (status code 407).
 
Problem is I can't seem to find where this problem is being generated from from (though this does suggest the ISA because if I change the software proxy to 80 I received a different error). I've checked the config, I'm a member of a group which has full internet access (allow all) from looking at at policy and destination sets it's using.
 
I have no issues with any other and if I bypass the proxy, connection is fine.

I've read about various authentication issues related to ISA 2000 but need to know whether I'm fighting a losing war here.

The problem seems to lie with proxy authentication. ISA Server requires that the client authenticate itself when requesting a destination resource. In this case the Flickr upload tool does not seem to pass on the logged on credentials and as a result ISA Server indicates this with error HTTP 407 Proxy Authentication required.

I am not sure if Flickr upload tool supports outbound proxy authentication and if so is there a way to turn this on. You can try posting this question on Flickr Help forums.

That's what I've found but the flickr upload tool has proxy settings, which seem to have little effect, as do proxy settings on other tools I've found.

Looking at our 'Site and Content Rules', some use 'All Dstinations Ecept Slected St' - assigned to domain group - does this mean all destinations are accessible but block the destination set its using

I also have an another rule called Exceptions which is set to 'Selected Destination Set' assigned to a set - assigned to any request - how does this work?

Also, I'm in a group assigned to another rule 'All Destinations'

Just trying to get my head around how the rules interact with destination sets
