If you try to enable the Hyper-V role through Server Manager or the PowerShell interface on a box that doesn't meet the hardware requirements, you'll receive an error that the hardware doesn't meet the requirements and the installation of Hyper-V will be blocked. A workaround is to use ocsetup, which will allow the role to be installed, but this isn't a Microsoft-supported action. Just run
ocsetup Microsoft-Hyper-V
Note that I set the hypervisor launch to disabled, because it won't be able to load anyway.
