My defragmenter won't work on my windows 98. It keeps going from 1% back to 0 over and over. What's up?

Veritas Backup Exec 8.5

After Upgdating to Exchange Service Pack 3. I could Backup my Exchange Information Store Successfully....

How can backup success ???
