I have several Windows 2000 tape sets from which I can't restore a file on the final tape. This restriction has proved disastrous on several occasions. How can I rectify the problem?

During your restore operation, you need to disable Win2K's Fast File Restore, which has been known to present the type of problem you describe. To do so, open a registry editor, go to the HKEY_CURRENT_USER\Software\Microsoft\Ntbackup\Backup Engine\Use fast file restore registry subkey, and change the value from 1 (enabled) to 0 (disabled). Perform your restore, then reset the value to 1 to reenable Fast File Restore.
