In tip 0398, see set time zone information at:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\TimeZoneInformation

To disable automatic daylight time adjustment, Add Value name DisableAutoDaylightTimeSet, a type REG_DWORD value, and set the data value to 1. The default is 0 (or the absence of the Value Name), which enables automatic daylight time adjustment.
