How do I figure out which Windows 2000 domain controllers (DCs) on my network hold the various Flexible Single-Master Operation (FSMO) roles for my forest and domains?

Hi, I am Using windows XP home and pro i use a 56k PCI Microtel modem, my issue is when ever i got online i am able to connect to my ISP provider perfectly but am just to able to browse websites i get the messge " the page cannot be displayed" i have cleared my cookies, temp files and also have specified the DNS of my ISP but still i get the same error message, i have reinstalled my TCP/IP Proto as well, i am a home user and my computer is not conected to a network its a stand alone computer, i was browsing thru the web from my friends computer looking for a resolution and cam across your site, I am sending you this mail hoping that you will have some sort of a resolution to my problem please do let me know if so. thanks.
