One DC(first DC in the site) per site will assume the ISTG role. You can't designate ISTG role manually.

Costs can be between 1 and 32767 according to Microsoft Article Q251057.

your article points to manually designating a ISTG (topology generator). HOW????!!!!???? for some reason, my DC which i created in the orginial site and then moved to a new location, in its new location the DC will not assume the role of the ISTG. how can i force it? thx
