Tooltips with HTML Entities

My company typically uses ALT tags with our images not only to provide an alternative for users who don't want to wait a long time for images to download but also as an elegant way to provide an explanatory tooltip. Unfortunately, the text length in these ALT tags is limiting. We've come up with a small trick to solve this limitation. We use line breaks and indentations to make tooltips more explanatory. But be warned that these tooltips persist for only about 4 seconds.

You can extend the tooltip property to any HTML element that has a TITLE attribute. Listing 1 contains a sample tooltip. Although not all browsers support the tooltip property, it works in Microsoft Internet Explorer (IE) without a glitch.

OK... In XP, You know those annoying yellow tooltips that pop up everywhere your cursor hovers? not the balloon ones.. the rectangle boxes!

Well I HAATE them, how in the way are they… huh?!?

So listen, I found a few places to disable SOME of the actual balloon tips, like in folders and on the desktop…but I want the ones I am refering to be disabled when I hover in my IE/favorites menu, on the taskbar/quick launch/system tray, and in msn messenger.
As if I need to be told what the little blue “e” is for EVERY time I go to click on it in my task bar. Or, or…”shown” what I can do with Outlook when all I really want to do is see the damn icon so I can open it. But instead I got this big *** yellow box in my way. MAKE IT STOP… ok then, I feel a little better.
So obviously I am not referring to the balloon tips in the "notificaton area" or the ones in folders... I stopped those already.
If ANYONE has a secret way to edit the registry or anything to make them stop I am sure a lot of us would really appreciate the knowledge, they are everywhere.. and for the competent user they are a huge annoyance.
